In order to further strengthen the management of mudhead vehicles, effectively curb the occurrence of traffic accidents and standardize the driving order, in accordance with the provisions of Article 39 of the road traffic safety law of the people's Republic of China and the regulations of Guangdong Province on road traffic safety and other laws and regulations, our bureau has announced the following matters related to the restriction of the driving lane and speed of mudhead vehicles:

1、 Mudhead vehicles shall drive in the large vehicle lane according to the regulations. If no special lane is set up, they shall drive in the right most lane. In case of construction in the lane, traffic accidents and other situations that need to pass by the way, it is not allowed to borrow more than one lane from the adjacent lane. It is not allowed to borrow the shoulder, emergency lane and the adjacent lane for a long time. After passing by, it shall drive back to the original Lane immediately.

2、 All mud trucks in our city shall ensure safe speed in the limited driving lane. The maximum speed limit of expressway is 80 km / h, the maximum speed limit of expressway is 60 km / h, and the maximum speed limit of other urban roads is 40 km / h. If the actual maximum speed limit of the road is inconsistent with the above content, the lower speed limit shall prevail.

3、 All mud trucks traveling in our city must be equipped with a traveling recorder with GPS satellite positioning function and keep in good condition and effective operation. If the GPS background record shows that the speed limit is exceeded for the first time, a warning will be given; if the speed limit is exceeded for three times in a year, a pass will not be issued; if the vehicle of the affiliated unit has more than 10 violations in a year, it will be reported to the municipal housing and Urban Rural Development Bureau and other departments for punishment until the bidding qualification of the unit is cancelled.

4、 For the mud head vehicles driving on the road, the public security traffic police will investigate and deal with those exceeding the speed limit of the road and not driving according to the prescribed lane according to law by means of road duty, electronic speed measurement, video capture, GPS speed measurement, etc.

Five, the public can report the illegal traffic behavior of the dredge truck through 110 alarm calls, the official micro-blog of Shenzhen traffic police, and the official account of Shenzhen traffic police. Once verified, it will be rewarded according to the implementation measures for the reward of reporting road traffic safety violations in Shenzhen.

The mudhead truck referred to in this Circular refers to the intelligent fully enclosed four axle heavy dump truck used for the transportation of residual mud, muck and gravel and the heavy special truck (mixer truck) used for the transportation of construction concrete. The traditional mudhead truck is not allowed to drive on the road since June 1, 2019. The urban expressway includes: Beihuan Avenue, Binhai Avenue, Nigang Road, Nanping expressway, Shenyan 2nd channel, fufu Avenue Longlu, Danping, etc.

This Circular shall go into effect from May 23, 2019 to November 23, 2019.
