New Coronavirus pneumonia epidemic prevention and control period patrol taxi operation right reward implementation plan

In order to implement the notice of the Shenzhen Municipal People's Government on Issuing Measures to support the enterprises to tide over difficulties in response to the epidemic situation of New Coronavirus infection (Shenzhen government regulation No. 2020) No. 1, "encourage taxi operators to give reasonable rent reduction to drivers, and give enterprises corresponding taxi management right to postpone incentives for the implementation of the rent reduction and exemption policy". The scheme is formulated in the spirit of the document and in combination with the actual development of driver load reduction in the industry.

1、 Reward object

From January 26 to December 31, 2020, Shenzhen cruise taxi operating enterprises (hereinafter referred to as enterprises) that implement rent reduction during epidemic prevention period for cruise taxi drivers.

2、 Reward standard

During the epidemic prevention period, every time the enterprise implements the reduction or exemption of vehicle rent of 2000 yuan (or in the form of subsidies, etc.), it will give a reward for the management right of cruise taxis in Shenzhen for one month, and the reward will be calculated cumulatively. The methods of enterprise rent reduction and exemption include:

（1） All vehicles are reduced by monthly rent.

During the epidemic prevention period, the enterprise shall implement monthly rent reduction and exemption for all its vehicles. The rent reduction and exemption in February, March, April and may 2020 shall be 3000 yuan, 2500 yuan, 2500 yuan and 1000 yuan per vehicle respectively, and the rent reduction and exemption in other periods shall be recognized according to the documents of the Municipal Transportation Bureau.

（2） Rent reduction for stranded drivers from Hubei.

From February 1 to March 31, 2020 (Wuhan drivers extended to April 10), the rent reduction for Hubei drivers stranded in Hubei and isolated as required due to government control measures. The rent free base (per day) = (monthly net rent payable - government temporary subsidy - enterprise rent reduction in the current month - Assessment Award) / days of the current month.

If both the main and auxiliary drivers of the vehicle stay in Hubei within the specified date, or the driver of a single shift stays in Hubei or is isolated at the request of the government after returning to Shenzhen, resulting in the shutdown of the vehicle, it shall be reduced or exempted according to the rent free base; if one of the main and auxiliary drivers of the vehicle stays in Hubei, resulting in the shutdown of the vehicle, the rent of the day shall be reduced by 50% of the rent free base.

3、 Reward method

According to the principle of independent declaration, the enterprise shall choose one of the two ways to declare, i.e. adding new operation right indicators, extending corresponding operation right indicators and vehicle operation period, and shall not declare repeatedly.

（1） New management right indicators.

According to the total amount of enterprise vehicle rent reduction, a corresponding number of cruise taxi management right indicators are configured. The 60 month management right reward = 1 cruise taxi management right indicator, that is, the number of new management right indicators = (total amount of enterprise vehicle rent reduction / 2000 yuan) / 60 months. The part less than 1 management right indicator is calculated as one indicator.

The term of the newly added management right index is 5 years from the date when the vehicle is put into operation. After the expiration of the operation period, the management right index shall be recovered by the government free of charge. The enterprise must select pure electric vehicles that meet the technical conditions for the operation of pure electric taxis in Shenzhen. The enterprise shall not transfer the newly added management right index, set a guarantee or use the index for investment and financing. The Municipal Transportation Bureau may According to the taxi operation, adjust the vehicle delivery time of the new operation right. Other matters not involved shall be implemented in accordance with the operation right agreement and the provisions of laws and regulations.

（2） Extend the corresponding operation right indicators and vehicle operation period.

According to the principle that the rent reduction corresponds to the management right of vehicles, the enterprise can choose the management right and vehicle extension to declare, that is, the extension period = single vehicle rent reduction amount / 2000 yuan, and the part less than 1 month is calculated as 1 month.

4、 Business process

（1） Application.

The enterprise shall submit an application for management right reward to the Municipal Transportation Bureau within the time limit specified in the notice. The application materials include:

1. Written application for reward and statistical table of rent reduction and exemption stamped by the enterprise (see Annex 1, 2 and 3 for details);

2. Valid supporting materials for vehicle rent reduction.

（2） Acceptance.

If the enterprise's application materials are incomplete or do not meet the provisions of this plan, the Municipal Bureau of transportation shall inform the applicant of all the contents that need to be supplemented and corrected at one time or within 5 working days, and the enterprise shall resubmit them as required within 5 working days from the date of being informed. If the enterprise's application materials are complete and meet the provisions of this plan, or submit all the application materials to be supplemented and corrected as required , the Municipal Transportation Bureau will accept it.

（3） Initial verification and audit.

After accepting the enterprise's reward application, the Municipal Bureau of transportation entrusts Shenzhen Taxi Association to conduct preliminary verification of the application materials, and the Shenzhen Taxi Association shall report the application materials and preliminary verification opinions to the Municipal Bureau of transportation within 5 working days.

According to the preliminary review opinions of Shenzhen Taxi Association, the Municipal Bureau of transportation shall review it within 10 working days; if it does not meet the conditions, it shall not pass and explain the reasons.

（4） Publicity.

After the completion of the review, the Municipal Transportation Bureau shall publicize it to the public for a period of 5 working days. During the publicity period, any unit or individual may raise an objection to the Municipal Transportation Bureau. The Municipal Transportation Bureau shall review the objection within 5 working days from the date of receiving the objection.

（5） New or extended management rights.

After the expiration of the publicity period, if there is no objection to the publicity or the objection is not tenable after review, the Municipal Bureau of transportation shall sign a management right agreement with the enterprises with new management right indicators according to the regulations, or give an extension reply to the enterprises that extend the management right and vehicle term.

5、 Job requirements

（1） All enterprises shall carefully do a good job in the statistics of rent reduction and exemption during the epidemic prevention period, and fill in relevant materials as required to ensure the authenticity of the materials.

(II) The Municipal Bureau of transportation and the Shenzhen Taxi Association will strictly examine and control the materials submitted by enterprises, and inspect the rent reduction and exemption of enterprises. Enterprises found to provide false materials to defraud management right rewards will be notified in the whole industry, included in the annual quantitative evaluation of enterprise operation services, and all management right rewards will be recovered according to law. If they are involved in violations of laws and crimes, Transfer to judicial organs for legal responsibility.
