On August 13, 2021, the municipal development and Reform Commission and the Transportation Bureau jointly issued the notice on adjusting the freight rate of cruise taxis in our city (SFG  No. 589, hereinafter referred to as the notice), which will be implemented from 0:00 on August 20, 2021. The relevant contents of the notice are hereby interpreted as follows.
1、 Necessity of freight rate adjustment
（1） The current tariff structure is unreasonable.
There are limitations in the adjustment effect of the current freight rate on the market supply and demand of cruise taxis (hereinafter referred to as cruise vehicles), and the incentive effect of the current freight rate on peak and long-distance transportation is not obvious; The freight rates during special periods and Spring Festival in key areas are the same as those on weekdays, which is not conducive to mobilizing the driver's enthusiasm. It is necessary to optimize the freight rate structure, give play to the regulating role of price lever on supply and demand, alleviate the "difficulty of taking a taxi" of passengers during rush hours, as well as after the shutdown of night subway and bus in key areas such as airport and North Station, and curb the behavior of long-distance transportation, such as price negotiation and rejection.
（2） The operating cost of cruise vehicles increased.
In recent years, the reform of the system and mechanism of the cruise vehicle industry has achieved remarkable results, and the operation contracting fee and energy cost have decreased, but the labor cost has increased, coupled with market supply and demand factors, the overall operation cost shows an upward trend. According to the survey, the cumulative increase of passenger kilometer cost in 2019 over the current freight rate approved year is 15.3%.
（3） The freight rate evaluation results meet the starting conditions for dynamic adjustment.
By entrusting a third-party organization to evaluate the cruise vehicle freight rate, the estimated value of the cumulative price adjustment range in 2019 is 13.07% compared with the base year of 2017, which meets the starting condition of freight rate adjustment set by the freight rate dynamic adjustment mechanism of 8%, so it is necessary to carry out freight rate adjustment.

3、 Purpose and idea of freight rate adjustment
（1） Purpose of freight rate adjustment
Further improve the formation mechanism of cruise vehicle freight rate in our city, so that the freight rate can timely reflect the changes of operating cost and market supply and demand, build a more fair, just and orderly market competition environment, give full play to the adjustment role of price lever on supply and demand, alleviate the difficulty of citizens' travel and taxi, and optimize and adjust the cruise vehicle freight rate according to the relevant provisions of the dynamic adjustment mechanism of freight rate in our city.
（2） Freight rate adjustment ideas
Fine tune the mileage price to balance the level of medium and short distance freight rates
Fine tune the mileage price, maintain the overall stability and coordination of the freight rate structure, especially balance the freight rate level of medium and short distance travel, and realize the relative balance of the increase of freight rate under different freight distance structure.
Optimize the air return fee and improve the level of long-distance freight rate
Learn from the practices of some domestic cities, subdivide the demand for long-distance travel, appropriately adjust the starting point and collection period of air return fee, mobilize the enthusiasm of drivers for long-distance transportation, improve the income of long-distance transportation services, balance the relationship between supply and demand, and reduce the phenomenon of drivers refusing to load due to low benefits of long-distance transportation.
Adjust the charging conditions of waiting time fee according to the regulations of taxi industry
Adjust the charging conditions of waiting time fee, make reasonable compensation for the decline of operating income when the vehicle is driving slowly, improve the driver's operation enthusiasm in peak hours, increase vehicle supply, reduce illegal behaviors such as refusing to load and negotiating price in peak hours, and alleviate the "difficulty of taking a taxi" in peak hours.
Add special period surcharge in key areas to alleviate the "difficulty of taking a taxi" in key areas
Use price leverage to improve drivers' operation enthusiasm, increase transport capacity supply, and alleviate the "difficulty of taking a taxi" for passengers after the operation of night rail transit and conventional bus in key areas such as Shenzhen airport and Shenzhen North railway station is stopped.
Additional spring festival surcharge
Considering that most of the drivers of parade cars in our city belong to non deep registered residence and the operating vehicles are less than 50% on weekdays, drawing on the practice of some cities in China, we should set up Spring Festival surcharge to encourage drivers to operate during the Spring Festival to better meet the needs of the public during the Spring Festival.
Implement the highest charging standard management for reservation service fees to improve the flexibility of freight rates
In order to adapt to the trend of "Internet plus", we encourage relevant market participants to participate in the construction of the appointment platform for cruise vehicles. By adjusting the charging standard of the service fee, and allowing the platform to negotiate prices with the relevant enterprises in the maximum price, we will promote the transformation and upgrading of the cruise vehicle industry.
4、 Main contents of freight rate adjustment
Compared with the original freight rate, the adjusted freight rate has adjusted the starting price, air return fee, reservation service fee (on call service fee) and the starting conditions of waiting time fee (slow waiting fee), increased the special period and Spring Festival surcharge in key areas, and explicitly cancelled the fuel surcharge. The adjustment range of freight rate is 7.68%, which is lower than 13.07% calculated according to the dynamic adjustment mechanism, 15.93% lower than the wage increase of on-the-job employees in the transportation, warehousing and postal industries of our city, and 18.1% lower than the per capita disposable income of our city, which is in line with the relevant provisions of the dynamic adjustment mechanism of cruise vehicle freight rate of our city.
The main contents of freight rate adjustment include:
（1） The mileage price is adjusted from 2.6 yuan / km to 2.7 yuan / km.
（2） The collection time of air return fee is adjusted from 6:00 to 23:00 to be collected all day. The starting mileage is adjusted from 30% at the mileage price for 25-50km, 60% at the mileage price for 50km and above to 30% at the mileage price for 20-35km and 60% at the mileage price for 35km and above.
（3） The reservation service fee (on call service fee) is adjusted from 2 yuan / time to no more than 6 yuan / time.
（4） The starting condition of waiting time fee (slow waiting fee) is adjusted from 0 km / h to less than 10 km / h.
（5） New special periods and Spring Festival surcharges in key areas.
Surcharge for special period in key areas: 15 yuan will be charged for each shipment from 23:30 to 6:00 the next day; For departure from the waiting area of Shenzhen North railway station, an additional 5 yuan will be charged for each shipment.
Spring Festival surcharge: during the Spring Festival (00:00 on New Year's Eve - 23:59 on the sixth day of the first year), an additional 10 yuan will be charged for each shipment.
（6） Cancel the fuel surcharge. In view of the full implementation of pure electrification of cruise vehicles in Shenzhen, the dynamic linkage method between freight rate and oil price of raw fuel vehicles is cancelled accordingly.
5、 Impact analysis of freight rate adjustment
（1） Economic impact analysis.
According to the static comparison between the current freight rate system and the operation data in 2019, the overall freight rate level of cruise vehicles increased by 7.68% by integrating various adjustment factors such as overlapping trip price, air return fee, waiting time fee collection conditions, new freight rate items and so on.
For drivers, the pre tax wage income is expected to be close to the average wage level of on-the-job employees in 2019.
For passengers, the medium and short-distance freight rates remain unchanged or rise moderately, and the long-distance freight rates rise reasonably. Taking into account various adjustment factors such as overlapping trip price, return air fee, waiting time fee starting conditions, new freight items and so on, the average increase of each trip is 2.27 yuan.
（2） Impact analysis of new freight rate items.
The newly added special period and Spring Festival surcharge freight rate projects in key areas will help to alleviate the "taxi difficulty" and "taxi difficulty" of Shenzhen airport and Shenzhen North Railway Station at night after the suspension of rail transit and conventional public transport, and the affected area is 1.37% of the total passenger flow.

In this way, timely adjustment of freight rates according to the dynamic adjustment mechanism of freight rates will help promote the sustained and healthy development of the cruise industry and help people to meet the travel needs of the people.
